(SBU) The Department of State reviewed its files and found that, as of this date, it possesses no credible information of gross violations of human rights for the individuals identified below. These individuals are candidates to attend the 4th Annual Sovereign Challenge Foreign Military Attache conference under Counter-Terrorism Fellowship Program from March 16-19, 2009 at Hurlburt Field in Fort Walton Beach, Florida. ¶2.
