SCHELAND-COCKERHAM EMAIL OF JULY 23 2009 ¶1. This cable provides guidance regarding the IAEA budget negotiations for 2010-2011 in response to Ref A. ¶2. In an effort to facilitate negotiations on the latest proposal of the IAEA's 2010-2011 budget, UNVIE is authorized to announce at an appropriate time that the U.S. is contributing $5.5 million toward the SAL project. These funds will be provided from the U.S. Voluntary Contribution pledges from the years 2006-2009 to the High Priority Safeguards and Other Projects (HPSOP) account. CLINTON
