1. (U) This is an action request. AIT Taipei, please see
paragraph 3.
2. (S) Background: In March 2009, the U.S. provided Taiwan
officials with information indicating that the Taiwan-based
company Fair Friend Enterprises offered to sell computer
numerically controlled (CNC) machining centers to Pakistan,s
Kausar Trade Distributors (REF A). The machine tools offered
for sale by Fair Friend Enterprises are likely intended for
use by Pakistan,s Heavy Mechanical Complex (HMC - an entity
associated with Pakistan,s nuclear and missile programs).
Since we raised this issue in March, we have not received any
response from Taiwan (REF B). We therefore want to follow-up
with Taiwan authorities and request an update on the status
of Taiwan,s investigation into this case at the earliest
possible time.
3. (S) Action Request: Request AIT Taipei follow-up with
appropriate host government authorities to request an update
on Taiwan,s investigation of this case and report response.
