END-USE CHECK ON LICENSE 050134513
1. This is an Action Request. See paragraphs 2 - 4.
2. The Department's Office of Defense Trade Controls
Compliance (PM/DTCC) requests Post's assistance in conducting
a post-license/pre-shipment check on license 050134513 for
the export of rifles to Trinidad & Tobago. Post is requested
to complete this Blue Lantern check within 30 days. Lack of
response to a Blue Lantern check will affect pending and
future licenses involving parties to this license.
3. Reason for Request: The rifles listed below are generally
only exported to military and law enforcement end-users. The
end-user in this case is the Special Anti-Crime Unit;
however, the import authorization appears to be easily forged
and the purchase order from the end-user is not/not signed by
a government official. This check is to establish the bona
fides of the Special Anti-Crime Unit and confirm that it has
ordered these rifles.
4. Action Request: Post is requested to establish the bona
fides of the Special Anti-Crime Unit and confirm the order of
these rifles by making inquiries to appropriate authorities
of the Government of Trinidad & Tobago. In its reply, Post
is encouraged to provide any other information pertinent to
these transactions such as security of facilities, end-use,
and concerns about the entities involved.
