1. (U) This is an action request. Embassy Moscow, please see
paragraph 3.
2. (S) Background: In October 2008, the U.S. provided the
GOR information indicating that the Russian firm Optolink was
facilitating the sale of integrated optical ships to
Pakistan's Advanced Engineering and Research Organization
(AERO),the commercial arm of Pakistan's Air Weapons Complex
(Ref A). The Air Weapons Complex is subordinate to the
National Engineering and Scientific Commission (NESCOM),the
entity that coordinates the activities of Pakistan's nuclear
and missile programs. In our October 2008 discussions, the
U.S. also provided the GOR information on a separate matter
involving a Chinese entity's purchase of three-axis rotation
and single-axis gyroscopes from Optolink. This Chinese
company, Beijing Comfort Technology and Development Co.,
Ltd., is believed to serve as a front company in order to
obscure the identity of the actual end-user, a cruise
missile-related institute (Ref A). We have not yet received
a response from Russia on this matter (Ref B),and want to
follow-up with Russian auth
orities and request an update on the status of Russia's
investigation into this case at the earliest possible time.
3. (S) Action Request: Request Embassy Moscow follow-up with
appropriate host government authorities to request an update
on the case raised in Ref A and report response.

ISN/MTR and EUR/PRA.
