(SBU) The Department of State reviewed its files and found that, as of this date, it possesses no credible information of gross violations of human rights for the individuals identified below. These individuals are JUSMAG CTFP candidates to attend the Seminar on Transatlantic Civil Security (STACS) 09-2 scheduled February 3-27, 2009, in Garmisch, Germany. ¶2. (U) Candidates: CAPT Caesar C.
