(SBU) The Department of State reviewed its files and finds that, as of this date, it possesses no credible evidence of gross violations of human rights committed by the individuals listed below. These individuals are candidates to attend a Vietnam-Thailand Exchange Program Workshop with the Environmental Police Department Hanoi from February 9-13, 2009. ¶2.
