all are welcome to contribute in an open and transparent
process. Establishing criteria to determine which regional
or intergovernmental organizations will ultimately lead to a
less transparent and more exclusive process. We ask Russia
to welcome all the organizations previously agreed, the new
additions, and also support further additions if suggested.
