1. (U) Embassy is requested to deliver the letter in
paragraph 2 to Chilean Foreign Minister Fernandez as
soon as possible in response to his June 22 letter
regarding upcoming elections for the position of OAS
Secretary General. No signed original will follow.
2. (U) Begin text of letter:
Dear Mr. Minister:
Thank you for your June 22 letter regarding the upcoming
elections in May 2010 for the position of Secretary
General of the Organization of American States.
Please be assured that the United States will give
careful consideration to Mr. Insulza's candidacy for re-
election in light of his record as Secretary General.
As we look forward to these elections, I anticipate
working closely with you to deepen our shared regional
commitment to defend democratic governance and the rule
of law under the Inter-American Democratic Charter,
generate sustainable development for all people in the
Americas, promote and protect human rights and
fundamental freedoms, and safeguard the security of our
citizens.
