(U) Post is requested to seek a meeting with Dr. Ali Abdalsalam Treiki, incoming President of the General Assembly (PGA) for the 64th UNGA and current Secretary for African Affairs, to convey our congratulations to him on his election, to express our hopes for his successful tenure as PGA, and to ask about his plans for his Presidency. Post may draw on the talking points in para 4. ¶3. (C) Dr. Treiki was elected President of the 64th UNGA by acclamation on June 10, 2009 (reftel). USUN reports that he is expected to transfer to New York on or about July 15 to establish his office. After an unconstructive Presidency under current PGA Miguel D'Escoto Brockmann, we look forward to launching a courteous, professional, and constructive relationship with PGA-elect Treiki beginning with a meeting with him prior to his departure from Tripoli. ¶4. (U) Begin talking points: -- The United States congratulates you on your election as President of the General Assembly. We look forward to working closely and constructively with you during the 64th UN General Assembly. -- We appreciate your commitment, as stated in your remarks following your election, to consultation and cooperation with all member states on the common interests of the entire international community. We believe that it is vital for any President of the General Assembly to address and represent the interests of the entire membership rather than particular regional blocs and other country groupings. -- We look forward to your role in facilitating negotiations in the General Assembly through agenda formulation and the proper management and enforcement of procedural rules. We hope that through your leadership within this role, the General Assembly will be a forum for genuine and constructive dialogue and idea exchange on issues of concern to all member states. -- We share many of the goals that you enumerated in your election speech, including meaningful UN reforms, promoting development as a means for maintaining security, and climate change. We look forward to cooperation with you on these vital issues. -- We are very interested in understanding what your priorities will be for the 64th UNGA.
