See paragraphs 2-4. ¶2. The Department's Office of Defense Trade Controls Compliance (PM/DTCC) requests AIT-Taipei's assistance in conducting a pre-license check on application 050176409 for the export of International Traffic in Arms Regulations (ITAR) - controlled electronic hardware to Taiwan. AIT-Taipei is requested to complete this Blue Lantern within 30 days. Lack of response to a Blue Lantern inquiry will affect pending and future licenses involving parties to this license. ¶3. Reason for request: To substantiate bona fides of unfamiliar Foreign Consignee SmartStar Technology; no documentation from End-User. ¶4. ACTION: Department requests that AIT-Taipei make inquiries to establish the bona fides of SmartStar Technology in the proposed transaction. Conduct a site visit to assess the company's reliability as a recipient of United States Munitions List (USML) articles as well as its operations and on-site security. Also, confirm with Chung Shan Institute of Science and Technology that it ordered the items listed for the purpose stated on the application. The following questions provide suggested guidance: (To SmartStar Technologies, Inc.): - Can SmartStar Technologies provide documentation (e.g. purchase order, contract, or letter of intent) from Chung Shan Institute of Science and Technology firmly establishing it as the end user of the items? - What is SmartStar's exact role in this transaction? - Who are SmartStar's main customers and where are they located? - What other products are sold by your company? - How long has your company been in the business of importing and selling defense articles? - Are you familiar with the restrictions against the unauthorized re-export or retransfer of U.S.-origin defense articles? (To Chung Shan Institute for Science & Technology (CSIST)) - Please confirm an order for the listed items on license application 050176409. - How long has CSIST done business with SmartStar Technology? - What is the specific role of SmartStar Technology in the proposed transaction?
