¶1. Reftel requested guidance on invitations to 4th of July
events at IO Missions. See paragraph 2.
¶2. Given the Administration's policy priorities in the UN
system, the Department authorizes adressee missions to invite
representatives from the Republic of Guinea, Mauritania and
Cuba to their July 4 events.
