¶1. This is an action request.
¶2. Reftel requested that posts ask host governments about their laws
and restrictions regarding the entry into ports of armed security
teams and weapons. The U.S. Coast Guard issued a directive in May
requiring U.S. ships off the Horn of Africa and in the Gulf of Aden
to carry extra security personnel. Several U.S. ship operators have
decided to use armed security teams and urgently seek information
about regulations in host countries in order to determine how to
transfer security teams and arms for their vessels through these
countries. Department acknowledges that several addressees have
approached host governments for the information and recognizes that
some host governments have provided incomplete information. Posts
are requested to advise by July 2 whether and when a response might
be expected.
