(C) This is an action request: In light of the lack of progress on negotiations in New York on the German draft resolution reported in reftel B and Quad discussions reported in reftel D, the Department requests that USUN, in close coordination with the Quad, pursue the course of action below, in priority order, with regard to seeking a renewal of the current UNOMIG mandate. If the result of negotiations is a two-week extension of the current UNOMIG mandate, USUN should approach the Department for further guidance if there are any substantive changes to the draft resolution text below and as necessary throughout the two-week extension as negotiations on the German/Quad draft progress. Objectives -------------- ¶2. (C) Post should pursue the following objectives in priority order during consultations: a. Secure Security Council adoption of a resolution that renews and revises the current UNOMIG mandate pursuant to the goals, elements and redlines in reftel A. In this regard, USUN is authorized, with Quad agreement, to present Russia a revised version of the German draft resolution that in its discretion could be acceptable to Russia and is consistent with reftel A. USUN should not, however, provide a draft that does not include a direct reference to security council resolution 1808 and direct reference to the UN Observer Mission in Georgia. We may compromise on the name of the mission, but only with a substantive concession from Russia (reftel A) and only as a fallback position if the remainder of the resolution is acceptable. The Department will provide comments/analysis on the revised Quad draft resolution via email. b. If in USUN's assessment an acceptable resolution described in paragraph 2(a) above is not achievable, USUN should seek to secure an extension of UNOMIG's mandate on a technical basis for two weeks. See draft resolution in paragraph 3 below. The resolution must include a direct reference to Security Council resolution 1808 and cannot in any way undermine Georgian territorial Integrity. The Department will coordinate with Quad capitals to confirm their support for this approach and that they are in sync with their Permanent Missions in New York. During the two-week extension, and continuing to use the German/Quad draft resolution of May 29 as a basis for discussions, USUN should continue to seek to secure consensus among the Quad and Russia on a resolution that revises UNOMIG's security regime and mandate based on the elements and redlines outlined in reftel A. c. If Russia will not agree to either of the above options and insists on a technical rollover resolution that does not include a direct reference to 1808, the Department is prepared to let UNOMIG expire on June 15. We will not support a technical rollover without such a direct reference. The Department will coordinate with Quad capitals to confirm unity on this position. Draft Resolution -------------- ¶3.
