1. (C) The USG supports the full membership of Saudi Arabia
in the NATO Istanbul Cooperation Initiative, vice its current
"observer" status. We recognize that future movement on ICI
membership largely depends on approval by a higher level
within the Government of Saudi Arabia, and that approval at
that stage could take a long time. We hope to see more
interest on the Saudis' part regarding transparency,
inclusiveness and self-differentiation.
