1. (C) The Department supports the Georgian MOD's plan to
sign an MOU with the EU Monitoring Mission regarding
voluntary restraints on deployment of Georgian troops and
equipment in areas ajacent to South Ossetia and Abkhazia
(reftel). We concur with EMBASSY Tbilisi that the restraints
would not compromise Georgia's legitimate defense
requirements, and we believe they would provide a useful
transparency measure and help counter Russian claims of a
Georgian military build-up near the lines of contact.
