1. This is an Action Request. See paragraphs 2-4.
2. The Department's Office of Defense Trade Controls
Compliance (PM/DTCC) requests Post's assistance in conducting
a post-shipment check on license 050092253 for the export of
CH-47C Chinook helicopter spare parts to the United Kingdom.
Post is requested to complete this Blue Lantern check within
45 days. Lack of response to a Blue Lantern check will
affect pending and future licenses involving parties to this
license.
3. Reason for request: Unusual routing to United Kingdom via
Italy; confirm bona fides of Foreign Intermediate Consignee.
4. Action London: Post is requested to make inquiries with
Royal Air Force officials to verify that the Resource
Management Squadration received all of the helicopter parts
listed, below, and that they are being used for the purpose
stated on the license.
Action Rome: Post is requested to confirm bona fides of
Aermeccanica S.R.L.'s role in this transaction. Conduct a
site visit to assess the company's reliability as a recipient
of United States Munitions List (USML) items as well as its
operations and on-site security. Emphasize that the
unauthorized re-export or retransfer of USML items is
strictly prohibited.
