See paragraphs 2 - 4. ¶2. The Department's Office of Defense Trade Controls Compliance (PM/DTCC) requests Post's assistance in conducting a post-shipment check on license 050121834 for the export of rifles to France. Post is requested to complete this Blue Lantern check within 45 days. Lack of response to a Blue Lantern check will affect pending and future licenses involving parties to this license. ¶3. Reason for Request: To confirm the quantity of rifles received by the end-user and to establish end-user's bona fides. ¶4. Action Request: Post is requested to confirm that the end-user received the rifles listed in para 5 and to verify the exact quantity of rifles received. Post is also requested to establish the bona fides of end-user, Christian Chaulet. The following points are included for guidance: (To Christian Chaulet) --How long has your company been in the business of importing and selling defense articles in France? What services and products are sold by your company? --Who are your regular customers and where do they reside? --How many rifles did you receive from Century Arms in this transaction? --Are you familiar with the regulations governing the import of U.S.-origin defense articles, including restrictions on re-transfer or re-export? Did Century Arms inform you of these restrictions? In its reply, Post is encouraged to comment on any information pertinent to this transaction such as security of facilities, end-use, and concerns about the entities involved. ¶5. Details of license applications: DTC Case: 050121834 QUANTITY/COMMODITY: 50 Enfield #4 MK1 Rifles, .303 Caliber License Value: USD $4,750 SELLER: Century Arms 236 Bryce Blvd Fairfax, VT 05454 FOREIGN END-USER: Christian Chaulet 66 Route de la Gaude 06800 Cagnes Sur Mer France Tel: 04 93 20 05 75 PURPOSE: For commercial resale in France ¶6. Submitted in support of the license application were the following documents (PM/DTCC will fax documentation to Posts upon request): DSP-83 Nontransfer and Use Certificate signed by George Samson (Century Arms) dated 5 September 2008 and 'Chaulet' dated 27 August 2008 Purchase Order issued by Christian Chaulet signed by Christian Chaulet dated 5 September 2008 Import Authorization No. 080726 issued by the Direction Generale Des Douanes Et Droits Indirects dated 21 July 2008 ¶7.
