SUBJECT: USUN INSTRUCTIONS: SEEK PRESIDENTIAL STATEMENT
CONDEMNING CLAIMED DPRK NUCLEAR TEST

1. Mission is requested to seek, at the emergency session of
the Security Council that has been scheduled for the
afternoon of May 25, adoption of a Presidential Statement or
press statement condemning North Korea's claimed nuclear test
conducted May 25.

2. Begin text.

The Security Council strongly condemns the nuclear test
reportedly conducted by the Democratic People's Republic of
Korea (DPRK) on 25 May 2009, which constitutes a clear
violation of resolution 1718 (2006).

The Security Council demands that the DPRK comply fully with
its obligations under resolutions 1695 (2006) and 1718 (2006)
and calls on all member states to uphold their obligations
pursuant to resolutions 1695 (2006),1718 (2006) and related
Security Council resolutions and presidential statements.

The Security Council resolves to act swiftly and decisively
in accordance with its responsibilities under the Charter of
the United Nations.

The Security Council will remain actively seized of the
matter.

End text.

CLINTON
