EXEMPTION REQUEST

1. This is an urgent action request. USUN is requested to
seek from the Committee established pursuant to resolution
751 (1992) concerning Somalia an exemption to the arms
embargo on Somalia established by the Security Council in
resolution 733(1992) by 5 PM Tuesday, 26 May. Recognizing
that such requests usually require a five day no objection
period, USUN is requested to seek a truncated process as a
result of the exigent circumstances in Somalia. USUN should
also inform Council members that we will likely come forward
with other requests in the future and that we are working to
consolidate those requests as much as possible to minimize
the workload of the Committee.
2. BEGIN LETTER
In accordance with paragraph 11 (b) of resolution 1772
(2007),the U.S. Mission hereby requests approval for an
exemption to the arms embargo imposed on Somalia by UN
Security Council resolution 733 (1992).
The United States Government intends to provide the
Transitional Federal Government (TFG) with an emergency
shipment of some 19 tons of ammunition next week that will
consist of 7.62mm, 12.7mm, RPG-7, and 81/82 mortars. The
United States will airfreight this ammunition from Entebbe,
Uganda to Mogadishu Airport, Somalia. The United States
Government is also trying to organize a shipment of small
arms weapons for the TFG that includes Rifle-Propelled
Grenades (RPG)(48 ea),PKM Machine Guns (7.62mm)(36 ea),DShK
Machine Guns (12.7mm)(12 ea) and Mortars (81/82mm)(10 ea).
We plan to fly these weapons to the TFG as well if we are
able to successfully procure them. The United States
Government is providing this emergency support to reinforce
the National Security Force (NSF) as it defends the TFG
against armed opposition groups. In light of the on-going
fighting in Mogadishu, this emergency support is needed to
ensure the continued war-fighting capacity of the NSF and the
survival of the TFG, whose role is key to the continuation of
the political and reconciliation process outlined in
paragraphs 1 - 5 of resolution 1772 (2007).
