1. (U) This is an action request. Embassy Tokyo,
please see paragraph 4.


2. (S) Background: Since the summer of 2007, we have
discussed with Japanese officials the efforts of
entities acting on behalf of Iran's unmanned aerial
vehicle (UAV) program to acquire SSPS105 and PS050
servo-actuators manufactured by the Japanese firm
Tonegawa-Seiko (Refs). These efforts have included
approaches to Tonegawa-Seiko by the Taiwan-based
intermediary Prime Kit Enterprises, as well as by
numerous Malaysia-based intermediaries including
Microset Systems, Evertop Services, and an individual
named Hamed Ghazvinian. Most recently, we shared with
Japanese officials information indicating that in
February 2009, the Iranian parent firm of Evertop - the
Farazeh Equipment Distributor Company (FEDCO) - sought
Tonegawa-Seiko servo-actuators via the Italian firm
Alpi Aviation (Refs C & D).


3. (S) The GOJ has conscientiously followed up on the
information we have been sharing related to Iran's
efforts to procure the Tonegawa-Seiko servo-actuators,
and has engaged company officials in order to sensitize
them to these efforts. Pursuant to this dialogue,
Tonegawa-Seiko recently advised Japanese officials of
interest by a Taiwanese intermediary, Surmont
International Inc., in brokering the sale of an SSPS105
servo actuator on behalf of China F.R.P. Inc., a
mainland Chinese end-user. Tonegawa-Seiko has placed a
hold on delivery of the goods pending further
information on Surmont and China F.R.P. Japanese
officials, who have characterized Tonegawa-Seiko as
"cooperative," have requested that the USG provide any
information "of concern" on the two firms by May 22
(Ref A).


4. (S//REL JAPAN) Action request: Department requests
that post approach appropriate GOJ officials and advise
that we are currently not aware of any proliferation
concerns with either Surmont International Inc. or
China F.R.P. Inc. Post should also express
Washington's appreciation to Japanese officials for
their continued vigilance on this issue.
