1. (U) This is an action request for Embassy Bratislava.
Please see paragraph 3.
2. (S) BACKGROUND: Per REF A, the Government of Slovakia
(GOS) has confirmed that it is willing to share with the
United States a sample of the natural uranium it seized in
November 2007.
3. (S//REL TO USA, SVK) ACTION REQUEST: Washington requests
that Post inform the GOS of the following:
--Washington is amenable to the suggestion in REF A that GOS
ship a sample of uranium via Jaspi to a European Atomic
Energy Community (EURATOM)-licensed carrier. Specifically,
Washington requests that the GOS send a 20 gram sample by
Jaspi to the EURATOM-licensed carrier of its choice that
meets GOS chain-of-custody requirements.
--The carrier should deliver the package to the Department of
Energy's (DOE) Lawrence Livermore National Laboratory (LLNL),
Forensic Science Center, where personnel will sign for the
package. The point-of-contact at LLNL is: Dr Patrick M.
Grant, Forensic Science Center, Lawrence Livermore National
Laboratory, 7000 East Avenue, B132N, R-2609, Livermore, CA
94550, telephone, 925-423-6772.
--DOE will incur all shipping costs for Jaspi and the
EURATOM-licensed carrier.
--Post may inform GOS that an FBI or DOE representative is
able to travel to Bratislava to discuss this transfer in
greater detail, if necessary.
--The United States plans to share the results of the
analysis with the GOS and views this exercise as a useful
form of cooperation between our two countries on nuclear
forensics.
