BURMA IN WAKE OF CHARGES AGAINST AUNG SAN SUU KYI
1. (U) This is an action request. Please see paras 2 and 3.
2. (U) Embassy Beijing and Embassy Hanoi are requested to
demarche host governments at the highest possible level to
press for UN Security Council action on Burma in the wake of
the decision by the Burmese regime to bring new charges
against Daw Aung San Suu Kyi stemming from an unwelcome and
ininvited intrusion into her home.
3. (U) Other posts are requested to demarche host
governments at the highest appropriate levels.
4. (U) Posts may draw on the following talking points:
-- We ask for your government's support for action in the UN
Security Council on Burma following the Burmese regime's
decision to bring new charges against her stemming from an
uninvited intrusion into her home.
-- We call on the Burmese regime to drop the new charges
against Daw Aung San Suu Kyi and to immediately release her
from detention.
-- We also call on the Burmese regime to create the necessary
conditions for a genuine dialogue with Daw Aung San Suu Kyi
and all concerned parties and ethnic groups in order to
achieve inclusive national reconciliation with the direct
support of the United Nations.

5. (U) Background: Aung San Suu Kyi is due to return to
court in Rangoon on May 18. She is being charged with
violating the terms of her house arrest for failing to report
to the police the presence of an intruder into her home last
week. Her current period of detention is due to expire on
May 27. It is widely believed that the Burmese regime will
use these spurious charges to extend Aung San Suu Kyi's
detention beyond the elections planned for 2010.
