1. (SBU) The Department of State reviewed its files and found that,
as of this date, it possesses no credible information of gross
violations of human rights for the individuals identified below.
These individuals are JUSMAG IMET candidates to attend a Warrior
Leader/Instructor Training course scheduled from February 6, 2009
through March 20, 2009 at the U.S. NCO Academy in Hawaii.
2. (U) Candidates:
SSG Hermogenes G. Bacala, Jr.
DPOB: January 20, 1958; Pangasinan, Philippines
Unit: 565th Engineer Construction Battalion, 51st Eng Brigade,
Philippine Army
SGT Ereneo L. Vigo

3. (U) Post may provide the following statement to authorized
parties: Embassy verifies that the Department of State possesses no
credible information of gross violations of human rights by the
individuals identified in paragraph 2 above, as of this date. Post
may cite this cable in response.
4. (U) If, in the future, post becomes aware of possible human rights
violations by the individuals listed above, post should inform the
Department and not proceed with training.
