1. (SBU) The Department of State reviewed its files and found that,
as of this date, it possesses no credible information of gross
violations of human rights for the individuals identified below.
These individuals are JUSMAG IMET candidates to attend an Information
Systems Management course scheduled from February 16, 2009 through
September 22, 2009 at Fort Gordon in Georgia.
2. (U) Candidates:
LT James Doloriel Minguillan
DPOB: June 5, 1976; Surigao Del Sur, Philippines
Unit: Office of the Deputy Chief of Staff for Intelligence,
Philippine Navy
MAJ Arlino Lizada Sendaydiego
DPOB: November 1, 1969; Bukidnon, Philippines
Unit: Military Intelligence Group 19, Armed Forces of the
Philippines
3. (U) Post may provide the following statement to authorized
parties: Embassy verifies that the Department of State possesses no
credible information of gross violations of human rights by the
individuals identified in paragraph 2 above, as of this date. Post
may cite this cable in response.
4. (U) If, in the future, post becomes aware of possible human rights
violations by the individuals listed above, post should inform the
Department and not proceed with training.
