1. (U) This is an action cable.
2. (SBU) USDel is requested to provide the following remarks
on JCG.TOI/1/09, 31 Mar 09, the chair,s draft JCG
Consolidated Matrix, to the chair of the Working Group on
Treaty Operation and Implementation before its next meeting.
3. (SBU) PARTS 1 and 2. At about the same time this draft
was distributed, the U.S. notified corrections to selected
holdings declared in its annual information. Based on these
corrections (CFE/US/09/13/F00/O),holdings reported for the
U.S. in the summary table in Part 1 and the national table in
Part 2 should be changed from 561 to 555 ACV; from 186 to 180
AIFV & HACV; and from 216 to 225 combat aircraft.
4. (SBU) PART 4. This recapitulation of new equipment
notifications introduces two new columns, version of, and
'LAL based on., These elements are not specified in the
format for this notification, and in the U.S. cases shown,
the entries were not notified. We recall that these additions
were circulated in a chair,s perception paper (JCG.TOI/6/08,
10 Apr 08) for discussion and that the TOI chair subsequently
issued the final version of the 2008 Consolidated Matrix
without these columns. Bearing in mind that these new
columns refer to elements that are not included in the
referenced notifications, at this time the U.S. prefers that
these columns not be included in the 2009 Consolidated
Matrix, without prejudice to future discussion by the TOI.
5. (SBU) PART 4, CONTINUED. The first four entries for the
U.S. in this table give message numbers with the suffix
F., The only suffixes available for these messages are
O, (original) and C, (corrected). In our case, records
reflect that all those listed should end in O.,
