¶1. (U) This is an action request.
¶2. (SBU) Department understands per REFTEL that AmCit David
Tolbert plans to submit a formal application for the position
of Registrar of the Special Tribunal for Lebanon in the
coming days. There is no other AmCit candidate and Tolbert
appears well-qualified. USUN should support Tolbert's
candidacy with the appropriate officials in the UN
Secretariat. Department defers to USUN as to the appropriate
time and level of contact.
