1. (SBU) Washington appreciates Mission's reporting on the
statement by Russian rep Ulyanov to the May 5 Joint
Consultative Group. Ulyanov's verbal presentation of the
Russian Aide-Memoire, a copy of which was provided to VCI A/S
Gottemoeller on April 24, did not provide any additional
information about Russian proposals, but does highlight
Russia's announced interest in intensifying work to resolve
the CFE impasse. Mission may inform delegations that A/S
Gottemoeller is planning to meet with Russian MFA Director
for Security and Disarmament Antonov on June 3 to discuss
CFE. Mission may also inform Allied delegations that
Washington will be consulting with Allies on next steps prior
to this meeting.
2. (SBU) Washington prefers that discussion of the parallel
actions package remain in political channels. Mission should
refrain from discussion of the Aide-Memoire or its individual
elements, and seek Allied cooperation in doing the same.
