1. (U) This is an action cable.
2. (C) BACKGROUND: Under the terms of the Moscow Treaty,
the Parties are obligated to meet twice a year in the
Bilateral Implementation Commission (BIC). The last
meeting of the BIC was in November 2008. The United
States proposes that the next BIC meeting be held in
Geneva on June 5, 2009. The meeting will be held prior to
the meeting of the START Treaty's Joint Compliance and
Inspection Commission, which the United State has proposed
for June 8-12, 2009. The United States will provide an
updated briefing on the status of its strategic nuclear
forces at the meeting.
3. (U) ACTION REQUEST: Embassy Moscow is requested to
provide the paper in paragraph 4 below to appropriate host
government officials. Washington will provide the Embassy
a courtesy Russian language translation of the paper to be
delivered along with the English language text. Embassy
is requested to confirm delivery of the paper, the name
and office of the official to whom it was delivered, the
date of delivery, and any comment or reaction provided at
that time.
4. (C/Releasable to Russia) Begin text:
The United States proposes to convene the eleventh
session of the Bilateral Implementation Commission (BIC)
on June 5, 2009, in Geneva.
The U.S. Representative to the BIC Meeting will be
Mr. Jerry Taylor.
Regarding the work to be conducted at the next
meeting of the BIC, the United States will provide an
updated briefing on the status of its strategic nuclear
forces under the Moscow Treaty which will include
information on the aggregate number of "U.S. Operationally
Deployed Strategic Nuclear Warheads."
The U.S. Delegation looks forward to meeting with its
Russian counterparts June 5, 2009, in Geneva.
