SUBJECT: INSTRUCTION TO JOIN CONSENSUS ON INTERNATIONAL
MOTHER EARTH DAY
1. The Department instructs USUN to join consensus on the
Bolivia-tabled draft resolution on "International Mother
Earth Day," assuming that the text remains as presented
and has no program and budgetary implications. If edits
to the text are presented from the floor, USUN may
exercise its discretion in accepting changes that do not
alter the substance of the resolution. Any change in
substance should be reviewed with Department point of
contact Rebecca Webber (WebberRE2@state.gov).
2. Although the Department had some initial concerns over
possible budgetary implications and duplication with the
existing UN Earth Day celebrated on the March equinox, and
with the gender-specific nature of the language in the
draft resolution on "International Mother Earth Day,"
Department understands that the text enjoyed
near-universal support because of its constructive
message on environmental awareness and wishes to support
this positive atmosphere.
