1. The FY 2011 Mission Strategic Plan process has come to
a close for this cycle and I thank all missions for the
high quality of their submissions. The MSPs provide
Department leadership with valuable strategic information
on how missions plan to implement the Secretary's
priorities in the out-years. They also supply useful
performance measures, including results and targets, and
necessary input for the next budget cycle. The MSPs are
the best tool we have to make the case for mission
resources. Your efforts to make the MSPs as strong and
forward-looking as possible are vital to Department
interests.
2. I intend to use the MSPs as part of our effort to
coordinate and monitor internal performance planning
Department-wide throughout the year, and have requested
all MSP Chief of Mission Statements be provided to the
Secretary. I also have asked that the Chief of Mission
statements for relevant posts be included in the
Secretary's briefing materials when she travels to posts.
The importance of solid MSPs cannot be over-emphasized.
3. Final official versions of the FY 2011 MSPs and
associated resource reports are posted on the RM/SPP web
site at http://spp.rm.state.gov/.
