LANTERN PROGRAM: LANCE HEGERLE
1. I would like to take this opportunity to recognize the
outstanding performance of political officer Lance Hegerle in
supporting the Blue Lantern program during his tenure at
Embassy Guatemala. As you know, Blue Lantern is the
Department's primary instrument for monitoring the end-use of
exported defense articles, technology, and services. This
program is indispensable to PM's Directorate of Defense Trade
Controls in making informed licensing decisions, discovering
illicit supply networks, and deterring diversions of U.S.
military articles and technology.
2. I am particularly pleased to note that Mr. Hegerle is
receiving this recognition for the second year in a row.
Lance arrived at Embassy Guatemala at a time when the Blue
Lantern program was considered unworkable in Guatemala due to
local conditions. He took the initiative to resume end-use
monitoring checks and to strengthen our bilateral defense
trade relationship with Guatemala. In 2008 he demonstrated
dedication and professionalism in efficiently managing eleven
Blue Lantern cases, a very significant caseload. His
reporting was consistently well-researched, timely, and
insightful. Mr. Hegerle also took the lead in organizing and
executing a very successful Blue Lantern outreach visit for
PM/DDTC to Guatemala in April 2008.
3. The PM Bureau and the Department are grateful for the
efforts of Mr. Hegerle, which have demonstrably contributed
to the security and integrity of U.S. defense trade.
