information of gross violations of human rights by the

2. (U) Post is permitted to provide the following statement
to authorized parties:

The Embassy verifies that the Department of State possesses
no credible information of gross violations of human rights
by the officers identified in paragraph 1 above, as of April
2, 2009.


3. (U) If in the future post becomes aware of possible human
rights violation by the individuals listed above, post should
inform the Department and not proceed with training.


4. (SBU) AF/C has vetted and sent clearances for 45 of the
50 candidates that post asked the Department to vet because
five of the candidates only had one name and no birth dates.
The Department requires this additional information in order
to properly vet these candidates. The five names that we do
not clear on pending the missing information are: Tulezini,
Elongu, Ibanda, Mulongo, and Akoka.


5. (SBU) Also, DRL has reviewed its files and has found no
credible information of gross violations of human rights for
the participants listed in paragraph 1. However, DRL noted
the following concerns:

*Malungila Watalu - was arrested and detained in suspicion of
supporting the planning of the assassination of the President
Laurent-Desire Kabila. He obviously was released.

*Malunza Khelo - was arrested and detained for more than
twelve months in plotting a coup against Joseph Kabila.
CLINTON
