(U) This is an action request. Embassy Beijing, please see paragraph 4. ¶2. (S) Background: The United States has information indicating that in late January 2009, Pakistan's Intralink Incorporated sought a quote from the Chinese firm Suzhou Testing Instrument Factory for an electrodynamic vibration test system. Intralink Incorporated appears to be closely associated with the Project Management Organization (PMO),the developer of Pakistan's Ghaznavi short-range ballistic missile. The PMO could use this test equipment - which we believe is controlled by the Missile Technology Control Regime (MTCR) - to subject ballistic missile components to the flight vibrations and shocks that rockets and unmanned air vehicles experience during flight. ¶3. (S) Objectives: We want to share this information with Chinese officials and request that they take all appropriate measures to prevent the supply of this equipment to Pakistani entities of proliferation concern. ¶4. (U) Action Request: Request Embassy Beijing approach appropriate host government officials to deliver talking points in paragraph 5 and report response. Talking points may also be left as a non-paper. ¶5. (S) Begin talking points/non-paper: (SECRET//REL CHINA) -- We would like to share with you information of potential proliferation concern and request your assistance in investigating this activity. -- The United States has information indicating that in late January 2009, the Pakistani procurement company Intralink Incorporated sought a price quotation for a model DC-5000-50 electrodynamic vibration test system manufactured by the Chinese firm Suzhou Testing Instrument Factory (STI). -- The specifications of the system indicate that it is probably controlled by the Missile Technology Control Regime (MTCR) and China's export control regulations. -- Vibration testing equipment can be used in a missile program to simulate the flight vibrations and shocks that rockets and unmanned air vehicles (UAVs) experience during launch, stage separation, and normal flight. -- Intralink appears to be closely associated with Pakistan's Project Management Organization (PMO). -- PMO manufactures the MTCR Category I Ghaznavi short- range ballistic missile. -- According to a Chinese internet business directory, the Suzhou Testing Instrument Factory is located at 55 Lushan Road, Gaoxin Qu, Suzhou 215129, Jiangsu, China. -- We urge you to investigate this activity and take all appropriate measures to prevent the supply of this equipment to entities of proliferation concern in Pakistan. -- We look forward to future cooperation on nonproliferation issues and would appreciate hearing the results of any actions you take in response to this information at the earliest possible time.
