SUBJECT: INSTRUCTIONS TO CO-SPONSOR RESOLUTION ON THE
SEMIPALATINSK REGION OF KAZAKHSTAN
USDel is instructed to co-sponsor the resolution entitled
"International cooperation and coordination for the human and
ecological rehabilitation and economic development of the
Semipalatinsk region of Kazakhstan", provided that the
resolution text does not change in any way that negatively
affects vital US interests, and provided in particular that
there are no budget implications that would increase the
regular budget of the UN, resulting in a "programme budget
implication" (PBI).
