1. This is an action message. See paragraphs 2-4.
2. The Department's Office of Defense Trade Controls
Compliance (PM/DTCC) requests post assistance in conducting a
pre-license check for the export of ammonium perchlorate to
Macedonia. Post is requested to complete this Blue Lantern
check within 30 days. Lack of response to a Blue Lantern
check will affect pending and future licenses involving
parties to this license.
3. Reason for request: the Foreign End User has no licensing
history with our office. Large quantity of commodity
requested, an oxidizer used primarily in the production of
solid propellant rocket motors. Unusual end-use purpose of
weather modification.
4. ACTION: Please visit the Foreign End User, Icemak. Make
inquiries with Icemak to ascertain the bona fides of this
company, determine its need for the requested chemical, and
confirm its involvement in weather modification activities.
Also contact appropriate government of Macedonia officials
and verify Icemak's authorization to possess large quantities
of ammonium perchlorate. END ACTION.
