1. (U) This is an action request. Please see
paragraph 4.
2. (S) We want to share with German officials
information indicating that in November 2008, a
representative of the Iranian firm Texofin expressed
interest in acquiring a computer numerical control
(CNC) system manufactured by the German firm Siemens.
The Texofin representative sought the system, a
SINUMERIK 810 or 802, for use with a six-axis filament
winding machine. Such a filament winding machine could
be used in a missile program to produce rocket motor
cases and pressure vessels, or in nuclear fuel
enrichment applications for manufacturing components of
centrifuge assemblies. Filament winding machines
having three or more axes are controlled by the Missile
Technology Control Regime (MTCR),Nuclear Suppliers
Group (NSG),and Wassenaar Arrangement. The control
systems used with them - including the Siemens
SINUMERIK 810 and 802 - are controlled by the NSG.
3. (S) Objectives: Given the missile- and nuclear-
related potential uses of this equipment, we want to
urge German officials to investigate this information
and apply appropriate scrutiny to any applications to
export this type of equipment to Iran.
4. (U) Action Request: Department requests Embassy
Berlin approach appropriate host government officials
to deliver talking points in paragraph 5. Talking
points can be left as a non-paper. This information is
also being shared with French officials.

-- We would like to raise with you a matter of
proliferation concern and request your government's
assistance in investigating this activity.
-- We have information indicating that in November
2008, A. Mashadi of the Iranian firm Texofin was
interested in acquiring a complete computer numerical
control (CNC) system for use with a six-axis filament
winding machine, which Texofin purported to have
designed.
-- Mashadi was specifically interested in the Siemens
SINUMERIK 810 or 802 control systems.
-- A representative of the German firm Siemens AG, Mr.
Fahimi, provided Mashadi with the name of the Siemens
representative authorized to provide the CNC system to
Iran. This individual's name is Mr. Mokri of Paya
Control Company; phone numbers 88809814 or 88809352.
-- Filament winding machines with the specifications
described by Mashadi are controlled by the Missile
Technology Control Regime (MTCR),as well as by the
Nuclear Suppliers Group (NSG) and the Wassenaar
Arrangement.
-- Filament winding machines can be used in missile
programs to fabricate rocket motor cases and pressure
vessels. They can also be used in nuclear fuel
enrichment for manufacturing components of centrifuge
assemblies.
-- The control systems and software used with filament
winding machines - such as the Siemens SINUMERIK 810 or
802 - are controlled by the NSG.
-- Given the missile- and nuclear-related utility of
this equipment, we urge you to investigate this
activity to ensure that any applications to export this
type of equipment to Iran are appropriately scrutinized
by your export control authorities.
