USUN is requested to seek from the Committee established pursuant to resolution 1521 (2003) concerning Liberia an advance approval in connection with the arms embargo on Liberia established by the Security Council. ¶2. BEGIN LETTER TO THE CHAIR OF THE 1521 (LIBERIA SANCTIONS) COMMITTEE: The United States Government requests advance approval consistent with paragraph 2(e) of UN Security Council resolution 1521 (2003) and paragraph 2 of resolution 1683 (2006) in connection with its efforts to support security sector reform in Liberia by providing military equipment and training to the Government of Liberia. As part of its continuing security sector reform efforts in Liberia, including a program to train and mentor the Liberian Special Security Service (SSS),the United States Government has been providing a series of courses to SSS officers since June 2008, as approved by the Committee on 18 June 2008 (SAC.41/2008/OC.15). Training courses provided to the SSS thus far include: Basic Firearms Instruction, Firearms Instructor Course, VIP Protection, Armored Vehicle Driver's Course, Surveillance Detection Course, Counter Assault Team Consultation and Explosive Ordinance Recognition Consultation. Planned training activities continue to include the following courses: Weapons Armorer Training Course and Protective Intelligence Consultation. The United States would also like to host an Explosive Incident Countermeasure Course for SSS officers, which is an entry level course to teach assessment, neutralization, and safe disposition of conventional and improvised / incendiary devices and materials, as well as how to formulate and maintain a national Explosive Ordnance Disposal unit. This series of courses is designed to enhance the skills of the SSS participants, which will contribute to international efforts to reform Liberia's security sector.
