1. (SBU) The Department of State reviewed its files and finds that,
as of this date, it possesses no credible information of gross
violations for the following individual listed below. This
individual is a candidate to attend Specialized English Language
Training and Airfield Operations courses at Lackland Air Force and
Keesler Air Force bases from March 4, 2009 to August 26, 2009.
2. (U) Candidate:
Name: George Gibson Ngumi
Organization: Solomon Islands Civil Aviation
Position: Air Traffic Service Officer
DOB: 26 December 1965
POB: Munda Helena Goldie, Solomon Islands
3. (U) Post may provide the following statement to authorized
parties: Embassy verifies that the Department of State possesses no
credible information of gross violations of human rights by the
individual identified in paragraph 2 above, as of this date. Post
may cite this cable in response.
4. (U) If, in the future, post becomes aware of possible human rights
violations by the individual listed above, post must immediately
inform the Department and not proceed with training.
