1. (SBU) The Department of State reviewed its files and finds that,
to date, it possesses no credible information of gross violations of
human rights for the individuals identified in paragraph 2 below.
The individuals from the Guangzhou Anti-Smuggling Bureau listed below
are candidates to attend training at ILEA Bangkok.

Department and not proceed with training.
