1. (U) The United States continues to be involved at all
levels in coordinating support activities for various 1540
Committee implementation activities. This involvement has
deepened through our strategic interest in full
implementation of UNSCR 1540 -- which recently included
bilateral assistance to Central Asia, preparations for an
international gathering regarding the role of
intergovernmental organizations in The Hague, and delivery of
the first in-kind contribution between UN experts, the USG,
and Sandia National Laboratories on a 490K USG grant. See
Refs A-E.
2. (U) Washington requests formal Mission clearance for the
U.S 1540 Coordinator to meet with USUN Political Section on
February 26 and/or 27 (Michael Gordon),UN 1540 Committee
Experts as available (particularly P3/5),and to follow up
with UN Office of Disarmament Affairs on milestones discussed
at the December 2 planning meeting at Sandia National
Laboratories. Tentative approval was expressed by USUN in
Ref F. (Note. Coordinator Wuchte will be participating in a
Stimson Center event on February 26 and requests meetings
given the location overlap. End note.)
3. (SBU) Requested itinerary:
Mr. Thomas A. Wuchte, U.S. 1540 Coordinator, Department of
State, Bureau of International Security and
Nonproliferation, will arrive on or about 2/25, and depart on
or about 2/27. Mr. Wuchte holds a TS clearance. His
passport number is 910027629 and Department ID is No. 580546.
4. (U) No logistical assistance is required, aside from a UN
pass -- Mission assistance is appreciated.
