1. Further to reftel, this cable provides additional
guidance to posts on publishing Pandemic Influenza (PI)
tripwires and sets a later deadline for inputting that
information.


2. In January 2006, the Department published a new 12
FAH-1 Emergency Planning Handbook and mandated that all
emergency action plans (EAPs),which include tripwires,
be developed using the web-based Crisis and Emergency
Planning Application (CEPA). As more posts have
prepared their EAPs using CEPA, the Department will no
longer require posts to publish tripwire information
into the Tripwire Reporting and Integrated Planning
System (TRIPS).


3. The relevant offices in the Department are in the
process of phasing out TRIPS so that CEPA will become
the single, comprehensive resource for submitting EAP
information, including tripwires. Once this is
completed, the Department will provide revised guidance
for developing all tripwires in a separate ALDAC.


4. In the meantime, posts should enter PI tripwires and
actions to consider, including an introductory paragraph
that describes the host country's public health system
as outlined in reftel, into the EAP using CEPA-U or
CEPA-C, depending upon the classification level. This
information should be entered into the Health and
Environment section (12 FAH-1 H-754.4).


5. To assist posts, the Operations Center's Office of
Crisis Management Support (S/ES-O/CMS) and the Bureau of
Diplomatic Security's Office of Emergency Plans
(DS/IP/SPC/EP) have organized the PI tripwires and
actions to consider into the three response categories
outlined in 12 FAH-1 H-750: Growing Potential for
Drawdown, Authorized Departure, and Ordered Departure.
Posts can access this information electronically in CEPA
through a link provided in the Instructions block of
each H-754 tripwire category.


6. In light of this new guidance, the deadline for
publishing PI tripwires in the CEPA application has been
moved to March 31, 2009.
