1. The Department has reviewed the relevant data sources as
requested in reftel and has found no credible information of gross
violations of human rights by the persons listed in paragraph 2,
who have been selected to participate in the Machinery Technician
and Boatswains Mate trainings at COGARD Training Center in
Yorktown, VA, beginning December 30, 2009.

3. The Department thereby authorizes post to provide the following
statement to appropriate interested parties: "Embassy verifies that
as of December 30, 2009, the Department of State possesses no
credible information of gross violations of human rights by the
individuals listed above." This cable completes the joint human
rights vetting approval process for the individuals listed above to
attend USG-funded training. For any additional assistance, Post
may also refer to the Leahy vetting Guide linked to DRLs website
on both the secure and opennet systems.
