BACKGROUND


2. (C/REL SGP) Singapore is scheduled to host the third round
of the U.S.-Singapore Counterproliferation Dialogue on 26-27
January 2010. In November, the GOS provided Post a draft
agenda for comment. Washington has reviewed the draft agenda
and is offering a revised version to the GOS for
consideration.

ACTION REQUEST


3. (C/REL SGP) Washington asks that Post provide appropriate
GOS interlocutors with revised agenda as a non-paper,
highlighting our objectives for each session, and invite GOS
feedback.

BEGIN TALKING POINTS/NON-PAPER


4. (C/REL SGP) The United States appreciates Singapore,s
hosting of the third round of the U.S.-Singapore
Counterproliferation Dialogue and the draft agenda provided
in November through our Embassy. The United States has
developed a number of recommendations for the agenda and
provided a preliminary delegation list. We are committed to
making this a successful round and invite your feedback on
our proposals.

Delegation:

The U.S. delegation will be led by Acting Assistant Secretary
Vann H. Van Diepen of the Bureau of International Security
and Nonproliferation. We expect our delegation to be
composed of representatives from our interagency, including
the Departments of State, Commerce, Treasury, Homeland
Security, and possibly the Departments of Defense and
Justice. We ask that your government provide a similarly
composed delegation to ensure our discussions are
comprehensive and fruitful.

Schedule:

26 January

- 1030-1130 hrs: Opening Remarks (GOS and USG delegation
leads will provide opening statements)

- 1130-1200 hrs: Session I: Proliferation Security
Initiative
(The USG recognizes that Singapore is one of the strongest
members of the PSI and this session will provide an
opportunity to discuss our cooperation in this arena, as well
as ways to deepen the relationship. The GOS should consider
areas where cooperation with the USG can be improved or where
concerns exist.)

- 1200-1330 hrs: Working Lunch: Implementing
Counterproliferation-related UNSCRs
(The GOS has volunteered its delegation lead to host a
working lunch. The USG recommends the lunch focus on the
implementation and enforcement of United Nations Security
Council Resolutions targeting Iran and North Korea. The USG
will discuss our efforts in this regard and we ask that the
GOS be prepared to do likewise.)

- 1130-1400 hrs: Session II: Export Controls/Transshipment
and Brokering (The GOS has offered to provide an update on
its nonproliferation and export control measures. The USG
supports this and recommends this session be expanded to
include the subjects of transshipment and brokering.)

- 1415-1530 hrs: Session III: Counterproliferation Cases
of Concern
(The USG will use this session to discuss sensitive cases of
counterproliferation concern with the GOS.)

- 1545-1700 hrs: Session IV: Cargo/Port Security
(Cargo and port security issues have been important
discussion items in past Counterproliferation Dialogues, as
well as in other settings. We hope to use this session to
update the GOS on relevant developments on our side, solicit
similar information from the GOS, and discuss how we can
deepen our cooperation in this area.)

- 1800-1930 hrs: U.S. Hosted Reception (TBD)

27 January

- 0900-1000 hrs: Session V: Proliferation Finance
(Singapore has been a constructive partner in addressing
proliferation finance-related concerns we have raised in the
past. The USG, led by Treasury, will use this session to
discuss ongoing cases of concern.)

- 1015-1100 hrs: Session VI: Advancing Our Relationship
(The U.S. side would like to discuss Singapore,s
participation in the Hague Code of Conduct, the Global
Initiative to Combat Nuclear Terrorism, and the Nuclear
Security Summit, as well as the ASEAN Regional Forum
Inter-Sessional Meeting on Nonproliferation and Disarmament.
The GOS is encouraged to prepare items for which it seeks
future USG cooperation/collaboration.)

- 1100-1200 hrs: Concluding Remarks (GOS and USG
delegation leads provide concluding remarks to close
dialogue.)

The United States is looking forward to a fruitful and
mutually beneficial round of talks with your government. To
ensure this outcome, we respectfully ask that you provide
comments on this agenda to our Embassy as soon as you can, so
that revisions can be made accordingly.
