1. (U) The Department authorizes USDEL to co-sponsor and join
consensus on the resolution entitled "Assistance
to Survivors of the 1994 Genocide in Rwanda Particularly
Orphans, Widows and Victims of Sexual
Violence", provided that the resolution text does not change
significantly from the wording
contained in REFTEL to negatively affect vital U.S.
interests.
