(S) This is an action request. USUN should vote for Peru during the UN General Assembly election for a seat on the Organizational Committee of the Peacebuilding Commission (PBC). The other candidate country is Jamaica. Please see background in paragraphs 2 and 3 below. BACKGROUND ¶2. (C) Peru has campaigned intensely for a seat on the PBC's Organizational Committee, arguing that it can offer specific peacebuilding experiences and peacekeeping expertise. The other candidate country, Jamaica, is running for a third term and has the support of the Caribbean Community (CARICOM) which wants to hold at least one of the five Group of Latin American and Caribbean Countries (GRULAC) PBC Organizational Committee seats. Additionally, Jamaica chairs the NAM caucus for the PBC and can also likely count on considerable African support. ¶3. (C) Jamaica, with its nearly five years of PBC engagement, has been limited to vociferously arguing for developmental assistance and money for infrastructure for countries on the PBC's agenda. Peru would likely be more flexible and nuanced on developing concrete options for addressing the nexus between security and development, which the PBC represents. CLINTON
