1. The Department instructs USDEL to co-sponsor, and to join
consensus or vote YES if there is a vote, on the resolution
entitled "Safety and Security of Humanitarian Personnel and
Protection of United Nations Personnel" provided that the
resolution text does not change significantly from the
wording contained in REF to negatively affect vital U.S
interests.
