The Department instructs USDEL to join consensus, or vote YES
if there is a vote, on the resolution entitled "Participation
of volunteers, "White Helmets", in the activities of the
United Nations in the field of humanitarian relief,
rehabilitiation and technical cooperation for development"
provided that the resolution text does not change from the
working contained in REF. Department requests any changes
from version contained in REF be immediately notified to
Department, which will provide further instructions as
needed.
