1. The Department instructs USDEL to co-sponsor, and to join
consensus or vote YES if there is a vote, on the resolution
entitled "Strengthening of the Coordination of Emergency
Humanitarian Assistance of the United Nations" provided that
the resolution text does not change significantly from the
wording contained in REF to negatively affect vital U.S
interests.
