Reason: 1.4 (b) and (d). -------------- - Restrictions on Movement from Inspection Sites -------------- - 1.(S) Guidance: As tactically appropriate, delegation is authorized to drop the U.S. proposal requiring mobile missiles to return to their operating base during the conduct of an inspection of the base if Russia can agree to replace it with a provision specifying the following: 1) For all inspections, the inspecting party will designate the facility to be inspected in the notification of the intent to conduct an inspection under the New START Treaty; 2) There will be a requirement that no treaty-limited item may leave the facility designated for inspection during the period beginning one hour after it was designated for inspection until the completion of the pre-inspection procedures.
